Role description

Managing a $2.7 billion budget to provide high-quality care to the hundreds of thousands of patients seen every year by DPH staff.

Under policy direction of the DPH Chief Operating Officer, the 0943 Manager VIII – DPH Chief Financial Officer is an executive level administrator responsible all functions and activities of the Department of Public Health’s Finance Division. The Chief Financial Officer directs and oversees the department’s financial activities, partners with executive leaders within DPH to advance the strategic goals of the organization, and advises the Chief Operating Officer, Director of Health, and Health Commission on actions to improve and maintain the financial standing of the department. The position provides leadership and direction in developing new programs and establishing organizational policies, priorities and objectives; directs and coordinates the implementation of program changes; serves as technical advisor; and performs related duties as required.

  • Directs and oversees financial management activities including: long-range financial planning, budget development, financial analysis, accounting, reimbursement, eligibility, billing and collections, health information management, payer contracting and relations, capital project financing, and management of financial information systems.
  • Develops and implements goals, objectives, policies, and priorities; determines service levels and resource allocation in support of the department’s strategic goals and objectives. 
  • Supervises a team of over 500 employees; monitors the work of and coaches subordinates to improve performance.
  • Makes recommendations to the Chief Operating Officer, Director of Health, and Health Commission concerning all matters related to finance such as resource allocation, ability to achieve timely outcomes and measurable goals within budget, and potential sources of revenue.
  • Directs department-wide budget development and controls, budgetary goal setting, budget process definition, and development of budget strategies by participating in in departmental budget hearings and negotiations on budgetary allocations within the department and with other City government stakeholders. 
  • Implements and closely monitors budgeted expenditures and revenues; provides executive management with an early warning and practical options to potential cost overruns. 
  • Monitors and coordinates capital financing programs for the department, including the repair and/or replacement of buildings and other capital items, and makes determinations regarding financial feasibility of capital programs. 
  • Reviews, develops and implements City and departmental policies and procedures related to general accounting and accounts payable processing to achieve optimum efficiency and consistency in departmental operations consistent with applicable federal, state, and local standards and regulations.
  • Develops long-range plans and financial forecasts, including by analyzing the fiscal impact of proposed and new federal, state, and local legislation or policies.
  • Directs the design and preparation of financial reports, studies, and analysis on financial matters for executive leaders and policy makers; coordinates reporting to the Mayor’s Office and the Controller’s Office.
  • Monitors the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems; identifies and analyzes opportunities for improvement; implements improvements.
  • Communicates regularly with executive-level management regarding the Department's activities and coordination of efforts with other City departments in addressing the needs of the City; represents the Department before the City and County Board of Supervisors, Health Commission, outside organizations, mayor's office staff, and the media.

How to qualify

1. Possession of a Bachelor’s degree from an accredited college or university; AND Six (6) years of financial managerial experience in a large public health department, public agency, academic medical center, teaching hospital, or private non-profit hospital or health plan, all of which must include supervising employees. Experience must include budget planning and development, accounting, revenue, reimbursement, capital planning and financing, and/or financial information technology systems; 

OR

2. Possession of a Master’s degree from an accredited college or university; AND four (4) years of financial managerial experience in a large public health department, public agency, academic medical center, teaching hospital, or private non-profit hospital or health plan, all of which must include supervising employees. Experience must include budget planning and development, accounting, revenue, reimbursement, capital planning and financing, and/or financial information technology systems.

Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement for up to two (2) years. One (1) year of work experience is equal to thirty (30) semester or forty-five (45) quarter units.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Familiarity with local government operations, including county public health and health care delivery services.
  • Knowledge of federal and State of California healthcare safety net financing programs, practices, laws and regulations for public hospitals, health systems, behavioral health services, and public health services. 
  • Familiarity with government budgeting, accounting, finance, and administration.
  • Knowledge of Medi-Cal or Medicaid Managed Care practices, rules and regulations, including experience working in or with a health plan serving Medi-Cal or Medicaid managed care beneficiaries.
  • Experience with implementation and/or operation of healthcare financial information technology systems, including electronic health records systems such as Epic. 
  • Knowledge and understanding of Lean Production Practices and experience in applying Lean management principles within a healthcare organization.
  • Exceptional oral, written, and interpersonal communication skills.
  • Ability to operate in a collaborative, shared leadership environment, influence results, motivate individuals and teams, and resolve problems in a diplomatic professional manner
